In a ceremony to induct Hungary, Poland, and the Czech Republic into NATO on its 50th anniversary, flags were paraded and heads of state introduced before they spoke about the anniversary and signed the Declaration of Washington. In the midst of a NATO military campaign against Serbian forces in Yugoslavia the leaders all proposed that their decision to act was driven by a moral imperative to stop ethnic cleansing.
